Kawambwa Town Council

The Department of Human Resource and Administration is charged with the responsibility of managing, coordinating and planning all administrative functions of the Council. It seeks to provide a clear strategic focus for workforce management by ensuring that human resource policies and practices provide transparency, honesty and fairness in the management of its people in order to Maximize the Council’s return on its human investment.

The main mandate of planning department is to coordinate physical, environmental and socio-economic planning in a way that promotes sustainable development and attains coordinated development in the district. It seeks to establish an effective and efficient planning system which is consistent with the concept of sustainable development. It is the Secretariat of the District Development Coordinating Committee (DDCC) and its main task is to spearhead and coordinate development activities at sub district level through the Ward Development Committee (WDC).

The main mandate of Finance department is to collect all revenue due to the Council in a cost effective manner and within reasonable time in order to enhance attainment of budgeted activities as planned and approved. It draws its mandate from Local Government Act No 2 of 2019 and Council Resolutions which gives the department the mandate to collect revenue on behalf of Council. It does this by Engaging the local residents on civic awareness on the type of revenue payable to the Council and highlights the importance of compliance as it hinges on service delivery to the Community

The main mandate of Engineering department to provide sustainable infrastructure and engineering services that are aimed at stimulating socio-economic growth, particularly in the identified main economic growth sectors of the district. Its main focus is service delivery in the  Provision of quality roads and street lights, drainages, and building structures.

The department’s primary mandate is to coordinate day to day operations of the institution. The department is headed by the Council Secretary who is also the Chief Executive Officer of the Council whose mandate is to plan, coordinate, harmonize and control all Council operations, provide strategic direction for the management of the Council and determine Councils direction in terms of development and growth within the mandates provided for under the relevant statutes, Integrated Development plan, Council policies and general guidelines emanating from Ministerial circulars and policy statements.

The Council Secretary being Chief Executive Officer of the Council is under statutory duty to carry out all the functions and, in particular, to serve or issue all the notifications required by law of a Local Authority’s Principal Officer.  The Council Secretary is responsible for ensuring that instructions of the Council in accordance with its functions as a Local Authority are carried out.

The Council Secretary is expected to advise the Council on, and assist in the formation of, overall policies to be followed in respect of the Local Authority’s activities and in particular to produce all the information required for making effective decisions and to implement constructively all decisions.  The post holder is accountable to the Council for the effective management of all its resources and reports to it (Council) as and when required.

The Council Secretary is also the Controlling Officer and is responsible for all the financial decisions of the Council and the careful administration of its finances in accordance with the Financial Regulations of the Council and other relevant laws.
